J’son & Partners Consulting presents main results of the research: E-commerce market in the Republic of Belarus.  


E-commerce market in the Republic of Belarus is on early stage of development and demonstrates relatively high growth rates due to the low starting base. According to J’son & Partners Consulting experts’ estimation, the market reached 350 mln USD in 2013. Share of internet trade in the total retail trade in the Republic was 1% that is twice less than on Russian and Ukrainian markets. In general, e-commerce market segment in the Republic of Belarus is behind for 2-3 years from Russian market. 


E-commerce in the Republic of Belarus


In 2013 e-commerce market had around 1,15% of the total trade market that is three times more than in 2010. 



According to J’son & Partners Consulting e-commerce market was 350 mln USD in 2013, forecast of average growth rates will be 18.2% per year during 2013-2016.



E-commerce market structure 


Largest shares belong to the following segments: Electronics and Consumer goods. According to J’son & Partners Consulting estimations, in 2013 share of e-shops of these categories were 28% and 27% accordingly. In the segment Electronics – half of all shops are selling computers and spare parts and home appliances. 



The Ministry of Trade in Belarus has official registry of e-shops with data of registration region. Such statistics, obviously, don’t reveal fully the real situation, but based on these data, it is possible to make the estimation of regional differences on e-commerce market. Officially 6.5 thousand e-shops registered in the Republic of Belarus, 84% - in Minsk region and Minsk. Lowest number of shops – in Mogilev, Grodno and Gomel regions.

Payment systems


There are the following types of payment systems in the Republic of Belarus:

1)        National payment system Belcard

2)        International payment systems: Visa, MasterCard.

3)        E-money: EasyPay, Берлио, Joined System of Massive Payments (OSMP), WebMoney, Belqi and others.


According to Belarusian legislation, e-money is being emitted together with partner bank. Official statistics shows – 85% of all e-money are provided via Belgazprombank.


Belcard is dominating on the market of non-cash payments and has almost half of the market. The largest processing companies are BelassistandWebpay. 



Regulations’ analysis in the e-commerce


There are official decrees that regulate e-shops in the Republic of Belarus. According to the legislation, E-shop is a shop with Cart option on the web-side that allows to make purchase (order) and receive payment or other document which confirm the payment on the web-side.


Consumer preferences’ analysis, e-commerce market


In Belarus, there is a high share of consumers in the evening and night time. Consumers pay a lot of attention to prices’ comparison in different shops. Regional users that don’t have wide range of shops have fewer requirements towards e-shops, e.g. delivery terms and service. 




E-commerce market in Belarus is expanding very fast, mainly due to the effect of low base. Current market estimation is ~ 350 mln USD, forecasted growth rate – 18% (allows to speak about perspectives for investments).
