Since January 1, 2015, there only will be available for free TV channels included in the first federal multiplex and for channels with essential licenses issued by the Federal Tender Commission (FCC). Only these channels will be allowed to sell advertising.
This is stated in the explanatory note, which the Ministry of Communications submitted to the Federal Antimonopoly Service (FAS).
“As far as primary channels are considered in their base version, either in HD format, or in other technical formats, But anyway these are channels provided by FCC license”, - says a Telecom Ministry press release. – “However in cases of air channels acquisition by cable channels, the new owner will only be able to change the content of a subsidiary channel thru getting a new FCC licensee only”.
