One of the priority areas of the global energy sector in terms of improving the efficiency of resource use worldwide is the large-scale implementation of smart metering systems. The analysis of best practices in this field shows that the active development of metering technologies allows to reach a new regarding the quality of data collection and analysis of energy consumption, improve the efficiency of the operational asset management of energy supply companies, promote active engagement of energy consumers in regulatory processes in terms of energy consumption and make all that an important resource for improving energy efficiency.

 

The energy efficiency policy being implemented in the Russian Federation is meant to be aimed at improving the national economy figures and provide a comprehensive modernization of the country's electricity infrastructure. In this regard, an important role is played by the processes of equipping all categories of energy consumers with modern energy metering solutions.

 

As a result, a comprehensive analysis of technical and economic aspects of implementing smart energy metering projects abroad, as well as medium and long-term forecasts of the development of energy systems in the world (especially taking into account the projected mass introduction of smart metering components) are of great importance for formulating the main directions of the country's energy complex development.

 

This study analyses key indicators of the development of both global and Russian markets of smart metering systems and considers their functional characteristics and the quantitative parameters of the market. It also provides detailed data on the main implemented projects in this area, as well as legislative initiatives that determine the development of smart resource metering systems in Russia in the medium term.

 

Global smart meters market

 

In recent years, the vast majority of developed countries, as well as many developing countries, have started implementing programs and projects in the field of smart energy metering. The largest programs and projects in this area have been developed and are being implemented in the United States, Canada and the European Union, as well as in China, South Korea and Japan. A number of other countries (India, Brazil, Mexico) decided to develop and implement similar programs and projects.

 

To date, countries such as China, New Zealand, Canada, as well as EU have succeeded in implementing smart energy metering systems. In particular, 96.5% of consumers in China are currently using smart electricity meters, while in New Zealand and Canada this figure reaches 73% and 67%, respectively. According to Itron estimates, the total demand for smart meters is expected to grow significantly, reaching $14.42 billion in value terms by 2022.

The direction of smart energy metering is also actively developing in Russia, but the pace of implementation of these systems significantly depends on the type of energy resources. The Russian market for smart metering systems has developed the most in electricity metering. This segment is keeping up with global trends. Taking into account the accepted scenario assumptions and planned programs in the field of smart energy metering, it is assumed that the penetration degree of smart energy metering in the Russian market by 2025 may range 50% to 100% in the segment of communal metering and 80-100% in the segment of individual apartment metering, depending on the scenario. Energy and industrial enterprises will also remain major consumers of electricity meters.

 

The smart heat metering segment in Russia is now growing and developing. Most projects previously implemented in this area are focused on dispatching indicators of heat supply from boilers. In recent years, there has been an active implementation of projects to equip smart communal and individual apartment metering systems for accounting heat consumption. The penetration degree of smart heat metering in the Russian market by 2025 (depending on the scenario) can reach 50% to 100% in the segment of communal metering and 5-13% in the segment of individual apartment metering.

 

The Russian market of hot and cold water metering devices and systems is characterized by a significant volume and a high degree of competition. The penetration degree of modern smart hot and cold water metering devices in the Russian market by 2025 may range from 30% to 100% in the segment of communal metering and 60-100% in the segment of individual apartment metering, depending on the scenario. Whatever scenario works out, new residential and commercial buildings will remain big consumers of water metering devices.

 

The Russian market for gas metering devices and systems is also characterized by a significant volume and degree of competition. The main users of natural gas accounting systems are:

 

- gas production and transportation facilities;

 

- heat and utility facilities that use natural gas as fuel;

 

- industrial facilities that use natural gas as fuel for energy supply of technological processes;

 

- budgetary sphere;

 

- individual residential buildings and apartments;

 

- tenement houses.

 

Smart natural gas metering system implementation projects in the Russian Federation are mainly focused on dispatching meter figures for gas industry facilities. The penetration degree of modern natural gas metering devices in the Russian market by 2025 may range from 10% to 100% in the communal metering segment and between 60% and 100% in the individual apartment metering segment, depending on the scenario.

 

New residential and commercial buildings, as well as gas transportation and distribution infrastructure objects will continue to be major consumers of gas metering devices, but in the industrial segment, the predominant consumer category will be the secondary market (replacement of previously installed gas metering devices).

 

The total Russian market for smart electricity and water consumption metering is currently more than 200 million smart meters. According to the Russian Ministry of Energy, the share of smart meters in the Russian Federation is no more than 10%, and their widespread implementation will require up to 4 trillion rubles.

 

Projects to deploy infrastructure for smart resource accounting are currently being implemented by major telecommunications companies. The key programs aimed at implementing smart metering systems in the Russian Federation until 2024 are the national program "Digital economy of the Russian Federation" and urban economy digitalization plans called "Smart city", as well as large-scale plans of PJSC Rosseti to introduce electronic metering devices to consumers.
